Used when getting organized and Spotters en route to spotting assignments.

Condition Yellow:

Used to report spotter location information and/or weather criteria of Hail 1 inch plus and/or Winds of 58 mph.

Condition Red:

Used when severe weather criteria are observed and life and/or property is in imminent danger and constant contact with spotters is necessary. Short and concise reports are used by spotters to report:

  1. Hail 1” and larger
  2. Winds 75 mph or greater
  3. Defined and rotating wall clouds
  4. Tornadoes

NET CONTROL CONDITION SETTING CRITERIA

The Net Control station should use this criteria as a guide to set the Three Communications Levels of operation.  Other situations may come about that the Net Control Operator determines may warrant the use of higher Communications Levels and these higher levels may be called at his or her discretion.

The Three Communications Levels are:

Condition Green:

Used when getting organized and en route to spotting assignments.

Condition Yellow:

Used to report spotter location information and/or weather criteria of hail 1 inch plus and/or winds of 58 mph.

Condition Red:

Used when severe weather criteria are observed, and life and/or property is in imminent danger and constant contact with spotters is necessary. Short and concise reports are used by spotters to report:

  1. Hail 1” and larger
  2. Winds 75 mph or greater
  3. Defined and rotating wall clouds
  4. Tornadoes

Condition Green is used for getting the SKYWARN NET into operation and getting the spotters organized and headed for the proper areas for spotting upcoming or ongoing severe weather activity. Inter spotter unit communications (car-to-car) is permissible without Net Control contact.

Condition Yellow should be initiated when a spotter or spotters have a conclusive spotting of a larger wall cloud lowering with rotation, or a definite funnel taking shape and about to contact the ground as a tornado.  This condition might also be initiated when there is some type of unusual severe weather sighting such as very, very large hail or perhaps heavy, heavy rain.  Two or more separate incidents in Condition Yellow is cause for immediately initiating Condition Red.  All conditions reported are recorded and reported to NWS personnel. This condition should be called in the event a spotter is having some type of trouble or is requesting help and assistance.  Should this situation escalate then Condition Red should be initiated. Inter-spotter unit communications (car-to-car) is allowed only by contacting Net Control.

Condition Red should be initiated when a spotter or spotters have a tornado spotted, or hail over 1 inch, wall clouds, and/or winds over 75 mph are occurring.  Spotters in this situation should have total priority and their reports recorded and reported to the NWS personnel.

As soon as the situation clears or the tornado dissipates, the Net may be returned to Condition Green.  It is possible that there could be two or more “Condition Red” situations existing at the same time.  This will require cooperation between the spotters involved in the two or more incidents to keep their reports as brief as possible. Spotter units in the field should also be aware of this information so they will understand their requirements as the different Communications Levels are initiated. Inter-spotter unit communications (car-to-car) is allowed only by contacting Net Control.

Severe  weather reporting criteria is:

  1. Hail 1 inch and larger
  2. Winds over 58 mph
  3. Very defined or rotating wall clouds, funnels, tornadoes.
